WATER VALLEY COMMUNITY ASSOCIATION
Meeting Minutes, March 25, 2008
1. In attendance:
Ally Wise, Dave Smith, Colin Swarbrick, Veronica Ramsay, Lorna Oltrop, Brad Teigen, Don Oltrop, Elise Garneau-Smith, Judy O’Leary, Tim Clinton, Dick Jarand and special guest Ron Sheppard.
2. Minutes:
Brad Teigen moved approval of the minutes.
3. Treasurer’s Report:
Monthly financial report distributed by Dave Smith.
4. Secretary Position:
Ally Wise nominated and Lorna Oltrop seconded Judy O’Leary for secretary. Position confirmed.
5. Library presentation
Presentation by Ron Sheppard, Director, Parkland Regional Library (PRL)
- PRL provides services but not funding to libraries in the region.
- County funds libraries by allocating provincial grants and municipal funds.
- Librarian salary has been funded by a special one time provincial grant that is ending, but hopefully the county will take over this responsibility
- Ron to forward to Lorna Oltrop the latest information from the county on funding our library
- PRL acts as Water Valley’s library board, but there may be advantages to applying to the County to establish our own library board
- Ron presented
- Arguments and supporting material about the value of libraries in rural communities
- The arguments for including the library in a new community hall, including the greater likelihood of obtaining county and provincial grants for a hall that includes a library
- A list of possible grant sources
6. Old Business
a. Stud Auction:

should go to Council this week for a decision
c. Treasurer guidelines:
draft copy prepared by Dick Jarand distributed for discussion at next meeting
d. Sliding on roof:
Ally Wise found the culprits and spoke to them and their parents

not found yet but Ally will put notice in Hitching Post
7. New Business
a. Water Valley Days:
Proposal to rent a Monster Truck was turned down due to cost and environmental impact
Letter of complaint:
- Letter from renter about lack of cleanliness of the hall was presented by Brad Teigen. Judy O’Leary will prepare a response for review by email by the executive. The deposit cheque will be returned with this response.
- The WVCA will look into a twice-yearly hall clean up.
- Thanks to Leanne Teigen for washing all the hall table cloths
